Consultancy to Develop an Advocacy Strategic Plan and Public Awareness Campaign (PAC) Materials on Road Safety in Cambodia's Garment, Footwear and Travel Goods Sector
Background Better Factories Cambodia (BFC), a Better Work programme in Cambodia, is an initiative by the International Labour Organization (ILO) and the International Finance Corporation (IFC) uniting governments, employers' and workers' organizations, global brands, factory owners and workers to improve working conditions in the garment, footwear, and travel goods (GFT) sector and to make the industry more competitive. BFC aims to support the application of international labour standards and compliance with national labour law in the GFT sector, at factories, and across the industry. Over the past 20 years, the BFC programme has grown to include over 700 participating factories, impacting more than 700,000 workers, of which approximately 80% are female, and their families and communities. Thousands of these workers face increasingly heavy traffic, unsafe and overloaded vehicles, and dangerous road user behaviours in their daily commute to work. The UN Special Envoy’s visit to Cambodia in November 2022 reaffirmed the commitment to commuting safety as a national priority, leading to the launch of the of the UN-ILO Joint Initiative titled “Policy Reform for Safe Journeys for Cambodian Factory Workers.” Partnering with the AIP Foundation, industrial actors and national stakeholders, this initiative aims to reduce road crash injuries and fatalities among factory workers and young people. Building on existing efforts, the project seeks to scale up a comprehensive framework for worker safety, while advocating for the nationwide adoption of road safety policies.
The Objective of the Assignment To support this effort, BFC is engaging a consulting firm to lead the development of a campaign strategy which will be implemented by BFC, AIP Foundation and industry and national stakeholders to jointly address safe driving behavior (including helmet wearing) and the use of safer collective transport for workers and drivers in the GFT sector in Cambodia. It aims to respond to the continued rise of road crashes in the sector, as well as to create safer commutes, environments, and communities surrounding the target factory premises.
Scope of Work and Key Deliverables Under the coordination and communication with BFC’s road safety focal point and BFC’s communication officer, the consultant and/or team will be responsible for attaining the project deliverables as below: Deliverable 1: Completion of campaign need analysis In alignment with the project goal and desired outcomes, the consulting team is expected to: - Conduct mini qualitative research including desk reviews, focus group discussions and in-depth interviews with workers and factory managers. - Draft findings and behavioural change analysis for informing the campaign concept development. Deliverable 2: Concept & Creative Development and Prototype Testing Based on the findings from the mini-research, campaign concepts will be developed. These concepts will be tested with the target audience in field and refined during this process. The results of testing will be shared and inform the behavioural change communication strategy. The deliverables for this part include the following: - Draft campaign concept - Concept testing - Social behaviour change strategy (including campaign activities, involved stakeholders, timeline, campaign assets, expected results and key behaviour change indicators and measurement) Deliverable 3: Production of campaign assets Informed by campaign strategies, produce campaign asset including but not limited to: - Social media posters - Banners/posters for factories and/or collective vehicles - Others IEC materials including short video clips - Validate the Public Awareness Campaign (PAC) and Information, Education, and Communication (IEC) materials with stakeholders
Due dates of the deliverables Deliverable 1: Completion of campaign need analysis - 07-Aug-2025 (feedback from technical review team provided by Aug 21, 2025) Deliverable 2: Completion of concept & Creative Development and Prototype Testing - 04-Sep-2025 (feedback from technical review team provided by September 18, 2025) Deliverable 3: Submission of final campaign assets - 09-Oct-2025
Management Arrangements BFC's Road Safety Focal Point and BFC’s communication officer will oversee all deliverables under the assignment. The consultant will work remotely at their convenience but is expected to attend in-person or online meetings as requested. Regular communication with BFC’s road safety focal point is required. BFC will facilitate and coordinate with factory representatives and industry stakeholders to support fieldwork as necessary.
Key Qualifications  Experience: o A minimum of 5 years of experience in advocacy strategy planning and public awareness campaign materials development. o Knowledge of behaviour change in safe behaviour driving or safe mobility in Cambodia. o Relevant experience collaborating with governmental institutions, international organizations and CSOs/NGOs on consultation assignments. o Familiarity with event/training/workshop facilitation and communication skills. o Experience working with multicultural and multidisciplinary groups. o Sensitivity to gender-based violence and harassment, LGBTQI+ and disability inclusion.  Core Competency: o Proven experience in survey/research conducts, public awareness raising and organizing diverse modes of campaigns. o Prior experience working in advocacy sector at national and sub-national level, including with garment workers and factory management. o Basic understanding of a safe system approach and best practices in road safety advocacy. Timeline This assignment is expected to be carried out from 21 July 2025 to 30 October 2025.
