I. DUTIES AND RESPONSIBILITIES:
1. Oversee all HR and Admin responsibilities including talent acquisition, career development, retention, training, compensation & benefits, HR development & safety, general administration, and employee wellbeing in compliance with relevant laws and regulations.
2. Lead the recruitment team to ensure the timely and high-quality completion of the staffing plan.
3. Evaluate all job designs and descriptions created by the recruitment team for staff requisitions by collaborating with line/hiring managers to understand job requirements effectively and attract potential candidates.
4. Ensure the accuracy and currency of the headcount and employee master list by managing the HR team.
5. Submit the Bi-weekly report, monthly report, and project report to the Deputy HRA Manager/HRA Manager according to the schedule and actual basis.
6. Supervise Com & Bens to ensure the timely and flexible management of monthly staff Payroll and other benefits.
7. Collaborate closely with Com & Bens to ensure compliance with Molvt, NSSF, and other stakeholders, implement new instructions or guidelines, and stay updated.
8. Manage all KPIs from each department, participate in performance evaluation discussions with stakeholders, evaluate performance under supervision, and provide continuous coaching to team members and subordinates.
9. Monitor employee roster and attendance closely to oversee the performance of truck loading attendants, ensuring full support for truck loading at the site and updating stakeholders daily.
10. Supervise various Administration tasks such as organizing administration, office, buildings, transportation, fuel and utility management, parking (vehicles), hygiene, security, and safety.
11. Create various administrative letters including instructions, announcements, declarations, notifications, certifications, and memos.
13. Perform other tasks as assigned by direct supervisor
II. REQUIREMENT
• Bachelor’s degree in Human Resources Management or any other relevant field
• At least 5 years’ experience in HRA affairs
• Strong, effective and transparent delivery of communication with different stakeholders in the organization
• Ability to plan for and keep track of multiple projects and deadline
• Strong Khmer and English proficiency – both written and spoken;
• Good knowledge of labor practices and laws
• Good communication, interpersonal skills, people and analytical skills
• Good computer skills (Ms. Office, MS. Outlook…etc.)
• A business-minded person with initiative and ability to work under pressure
