Job Description
This position is responsible to provide overall leadership and management of the credit risk management department, and to be responsible for ensuring that significant emerging credit risk identified at an early stage and for advising senior management, including the Board, on appropriate risk mitigation. The role will build risk and control awareness by helping senior managers embed robust risk management across all areas of the business.

Duties and Responsibilities
Develop and update credit risk management policies and framework including approval criteria and limits to avoid concentration risk within Hattha Bank Plc. Proactively providing risk management advice across the institution, proactively identifying emerging risks and advising the senior management and Board on appropriate risk management options or controls. Key risks were identified and strategies were put in place to manage in all aspects included changes and new initiatives. Ensure that risk management is embedded at an operational level within the business and that staff at all levels are aware of and manage risk as a core part of their responsibilities. Ensure senior management, the risk management committee and the board understand the risk profile of Hattha Bank Plc and the reports on risk were accurate and timely and met the information needs of the reader. Part of Executive Committee for strategy development and risk management. Member of Asset, Liability and Risk Management Committee. Being a Chairman of Debt Restructuring Team. Work with board and senior management to develop a risk culture across the institution. Regularly identify, assess and escalate the risks affecting the business of Hattha Bank Plc. Organize appropriate risk reporting for risk management committee at the both levels, internally and externally. Develop credit model and perform credit portfolio management and monitoring and stress testing. Analyze key risks and support management to deliver adequate mitigating controls and actions. Regularly review and report effectiveness of controls to senior management and risk management committee. Develop and deliver training to related staffs to have a good understanding of risk management and be aware of risk management as a core part of their responsibilities. Providing early risk management advice to the Board and senior managers on new or unusual activities. Attend executive team meeting as required by President and CEO. Represent the Credit Management Department to senior management and on any committees as required. Manage and budgeting risk management in the department. Perform additional risk management required by senior management, president and CEO and board.
Skills Specifications
Master’s Degree (or any equivalent degree) with background of financial banking, Finance, Accounting, Economics, Statistic, Mathematics, Computer Science. Highly acquainted with computer systems and programs, such MS Word, Advance MS Excel, VBA, MS PowerPoint, and core banking system is advantage. Work experience in different areas of bank and financial institution at least 10 years, including 5+ years’ experience of risk management, especially in credit risk management. A good understanding of the bank/financial institution’s lending policies, procedures, and process, and reasons/events of default. Proven ability to translate operational and strategic challenges into data driven analysis enabling optimized decision making. Experience in Statistical model development methodologies or statistical programming language is an advantage. Strong leadership aptitude and ability to engage others in developing risk management capabilities Excellent communication and relationship skills Must be able to manage multiple priorities and meet deadlines Strong quantitative, analytical, and problem-solving skills Attention to detail Multicultural player and leader Excellent command of Khmer and English.
