Job Title: Workforce Outsourcing Executive Location: Phnom Penh Employment Type: Full-time Reporting To: Head of HR Service
Job Description (JD): The Workforce Outsourcing Executive will be responsible for sourcing, recruiting, and onboarding a large volume of workers (target: 500) within the province. This role involves collaborating with local partners, managing recruitment channels, and ensuring compliance with labor laws.
Key Responsibilities: 1. Mass Recruitment Strategy:
- Develop and execute a recruitment plan to hire 500 workers within the given timeline.
- Identify high-potential sourcing channels (job fairs, local agencies, online platforms, community networks).
2. Talent Sourcing & Screening:
- Advertise job openings through multiple platforms (newspapers, social media, job portals).
- Conduct initial screenings, interviews, and assessments to shortlist candidates.
3. Vendor & Partner Management:
- Liaise with outsourcing agencies, vocational training centers, and local government bodies for bulk hiring.
- Negotiate contracts and service agreements with labor suppliers.
- Compliance & Documentation:
- Ensure all hiring processes comply with provincial labor laws and company policies.
- Verify candidate documents (IDs, certifications, work permits) and maintain records.
4. Onboarding & Training Coordination:
- Facilitate smooth onboarding of hired workers.
- Coordinate with training teams for orientation and skill development programs.
5. Reporting & Analytics:
- Track recruitment metrics (time-to-hire, cost-per-hire, attrition rates).
- Provide weekly/monthly reports on hiring progress to management.
Job Requirements: Education & Experience: Bachelor’s degree in Human Resources, Business Administration, or related field.
3+ years of experience in mass recruitment, outsourcing, or high-volume hiring (preferably in manufacturing, construction, or logistics).
Experience working with labor contractors, staffing agencies, or government employment programs.
Skills & Competencies: Strong networking and negotiation skills for bulk hiring.
Proficiency in recruitment tools (ATS, job portals, social media recruiting).
Knowledge of local labor laws and compliance requirements.
Excellent communication and interpersonal skills (local language proficiency is a plus).
Ability to work under pressure and meet strict recruitment deadlines.
Preferred Qualifications: Familiarity with the province’s labor market trends.
Experience in migrant worker recruitment (if applicable).
Willingness to travel within the province for recruitment drives.
